Contents: The expansion of police cautioning of juvenile offenders is arguably the most dramatic impact of the philosophy underlying the 1969 Children and Young Persons Act. While the other aspects of the Act have foundered,1 the diversion of children from the juvenile court by means of police cautioning under the auspices of police juvenile bureaux system has been continually expanding. For example, whereas in 1969 19,529 boys under 14 years were cautioned by the police for indictable crimes, this figure has risen to 31,148 in 1979. Put another way 66 per cent, of those children apprehended for crimes were cautioned in 1979 compared with only 45 per cent, in 1969.
