Inhoud: EU theory is in a period of revision during which not just its orthodox farms (neofunctionalism and neoiealism) but the very feasibility of an encompassing explanatory theory are being questioned. This article seeks to provide a means of matching the explanatory capacity of the outmoded Grand Theories by revizing John Peterson's concept of the framework approach, in which different tasks are assigned to different analytical devices in order to generate a holistic understanding. Concretely, it draws on confedend, multi-level governance, policy networks and new institutionalist concepts to propose a new conceptual framework for EU study cast in the discourse of comparative politics, arguing that the Union is best understood as an evolving, multi-level confederation whose policy output is the result of bargaining, contestation and coalition building between a wide range of policy actors.
