Forest fires represent a persistent problem in many countries, especially the southern Mediterranean. Several causes underlie their occurrence but their persistence may be better explained if fire is viewed as a tool in an informal planning process serving needs not satisfied by formal planning procedures. A framework for the analysis of informal planning is presented first, followed by a description and analysis of forest fires based on the Greek experience. Next, the planning uses of fire are illustrated with three examples and, finally, the implications of the analysis for fire prevention in particular, and regional planning in general, are discussed. |
