Contents: Does Todaro's probabilistic permanent income approach offer a useful starting-point in the search for an explanation of changes in the rate of net rural-urban migration over time ? Ghana's experience in the Nkrumah era does not seem to be consistent with the Todaro hypothesis. This may be because the hypothesis excludes certain important variables (particularly educational change) and mis-specifies the economic variables. It may be however, that certain fundamental weaknesses in the probabilistic approach disqualify it from any but a limited role. A less aggregative, more cautious approach to the study of migration may be indicated.
