Inhoud: The statistics measuring China's merchandise trade balances with other countries, especially with the United States, have become extremely controversial in recent years, as protectionism has collided with mercantilism. This paper examines the case of the trade balance between Canada and China, focusing on the technical issues that make it difficult to measure trade flows accurately. Two obvious but nonetheless important sources of data ambiguity are processing error and problems of valuation and timing. An even greater problem is that of omission and/or double counting, especially for trade flows that move through intermediate jurisdictions such as Hong Kong. Most difficult of all is the problem of correctly measuring value added, which requires internal corporate data, not just customs records, to resolve.
