Inhoud: This article attempts to assess the relative explanatory power of three theoretical perspectives on foreign policy—one that emphasizes national attributes, one that emphasizes goals, and one that emphasizes international communication structures-for explaining the strong correlation between national size and level of foreign policy activity. Physical controls are placed on the CREON data to eliminate variation due to different contexts of prior behavior for events. Then path analysis is used to estimate the strength of the causal association between bureaucratic capabilities and activity of national role conceptions on four types of foreign policy activity. Results strongly support the position of the national attributes perspective that the government's capacity to act is the crucial determinant of the level of activity. The activity of national role conceptions has a meaningful impact only on one type of activity, third party responses.
