Contents: There is a manpower resources crisis in the management of ports in developing countries, largely caused by a lack of training facilities. The United Nations agency UNCTAD is tackling the problem through the TRAINMAR and IPP projects. In the IPP project, packaged training materials are being developed for distribution to port training centres and local instructors are being trained in their use. The paper describes the background to and the origin and development of the IPP project, and outlines the content and approach of the first set of materials produced.
