Basing himself on his long experience of consulting on three continents, the author presents the lessons derived from the experiences of countries in different cultural, legal, economic, and political circumstances as they developed or reformed evaluation schemes for institutions and programmes. The influencing factors, general patterns expressed to date, likely trends, and questions which should be addressed by those seeking to establish such systems are presented. The ability to develop among and within the institutions a culture and infrastructure of self-regulation is viewed as the major influential condition, in the long run, in the establishment of effective systems, in light of the major intentions commonly put forth.
