In the face of the current depolarisation of the international system many of the external obstacles to regional organisation have been removed. Additionally, there is an increasing demand for the management of security issues at the regional level. However, in this capacity they face a wide range of sub and transnational security related problems which challenge their traditional role and structure. This paper considers the structure and recent track record of regional institutions as appropriate mechanisms for security provision. It concentrates on-questions of political will, leadership, suitability and the different possible approaches of particular regional organisations. It concludes with an argument for a more pragmatic and less rhetorical evaluation of the potential of the regional option for conflict management. |
