The admission of new members into ASEAN raises important questions with respect to the organisation's internal dynamics as well as its extra-ASEAN links. This article explores the principles, which Southeast Asian states would commit to. That is, a viable regional security must rest on the acceptance by Southeast Asian states of 'rules', which relate their domestic political structures to their relations with one another. The first is a philosophic rationale for a particular approach to peace and the enunciation of the kind of framework that would embody that philosophy. The framework identifies the realm of possible participants and what mechanisms and systems are needed to construct the peace. The menu is diverse; it includes but is not limited to collective defence, alliance, collective security, security regime and co-operative security. The security system must eventually move beyond positive prescriptions, preventive diplomacy and dispute settlements to an understanding of what to do in the event of peace being broken. If force is needed to halt aggression or instability, when is it to be used, by whom and for what ends?
