Contents: In recent years there has been a growth in the degree of inter-regional cooperation in the EU and beyond. In this article, the EU Commission's role in promoting such cooperation is analyzed. Following an examination of the provisions of Article 10 (ERDF regulation), the main programmes concerned with inter-regional cooperation are considered: Pacte, Recite and Ecos/Ouverture. The impact of Article 10 on inter-regional cooperation is evaluated and the successes and failures of the specific programmes are briefly noted. The article concludes by noting that inter-regional cooperation may in some cases be an important part of the local development process, that it has contributed to the Europeanization of local and regional government, but that it has not dramatically impacted on the institutional structures of local and regional governments in the EU.
