The euphoria of President Clinton's inauguration has yet to be transmuted into specific policies, and it is not clear how federal policy on education will shape up under the first Democratic administration for many years. In any event, federal policy is one thing, state policy another; and still another is that of the individual school district, or even an individual school for that matter, since 'site-based management' has combined with the 'school restructuring' movement to give a measure of autonomy to some schools. |
