The vulnerability of the United States to Persian Gulf oil cutoff has been demonstrated as early as 1973, and U.S. dependency on imported oil from this vital region has been increasing. The end of the cold war, the Iran-Iraq war, and the Persian Gulf War have all weakened the radical states (Iraq and Iran) and reduced the likelihood of sudden interruption of oil supplies. This relative security cannot be taken for granted, however. This article examines two dimensions of Washington's strategy in the Persian Gulf since the early 1990s: on one side, close cooperation with the Gulf Cooperation Council (GCC) states and, on the other side, a “dual containment” of both Iraq and Iran. The article concludes with some policy recommendations regarding democratization of the region. |
