Through its membership in the Missile Technology Control Regime (MTCR), Russia recognizes the inadmissibility of uncontrolled proliferation of missiles and missile technology. The decision to join the MTCR was made with the realization that it will serve Russian national interests. Opponents of the MTCR allege that Russia thus deprives itself of lucrative markets. However, Russian sale of missile systems and technologies should be promoted only on the basis of constructive cooperation with other industrialized nations. The adjustment of the contract with India for their purchase of cryogenic rocket engines was part of an across-the-board orientation to MTCR requirements that does not call into question peaceful space programs planned by India. |
