This article reassesses Monnet's role in the European Defence Community project of 1950-54. Using primarily US and French sources, it argues that Jean Monnet played a far greater part in the development of the EDC initiative than has been recognized. His interest in the defence community was based increasingly on its potential for accelerated political integration in Europe and in pursuit of this aim Monnet remained an influential actor throughout the EDC episode. It was this dimension of the defence project, however, that elicited greatest hostility in France and prompted the mobilization of powerful political, military and bureaucratic forces against EDC ratification. Thus, Monnet's efforts to construct a European political community on the basis of the defence project may well have contributed to its demise. |
