Contents: This article describes the ocean salmon ranching industry that has recently developed in Oregon and its attendant controversies, for the purpose of showing the need to replace the present regime of regulation by individual states with a comprehensive federal management system. Critical inadequacies of leaving the industry to regulation by individual states are discussed, as are relevant legal doctrines and existing federal statutes.
