Inhoud: The article investigates the relationship between democratic and economic development in Africa, emphasising the reciprocal linkage between democratic politics and economic growth. It critically examines the main factors in viable state-building and democratic development in Africa: combating corruption; strengthening civil society; reforming and constraining the military; and constructing accountable and inclusive political institutions, most notably instituting an electoral system based on proportional representation (PR). The article calls for increased western aid to sustain the interrelated processes of democratic and economic development, but based on strict conditionalities: freedom of press; freedom of association; judicial independence; electoral accountability; and independent means for monitoring the conduct of public officials and punishing corruption. Thus, the article challenges the prevailing trend of 'Afro-pessimism' in the West and concludes that the developmental challenge in Africa is mainly political, rather than economic.
