This essay investigates the Oslo process, the set of peace agreements signed between the Labour Government in Israel and the PLO since September 1993. The essay argues that the Oslo framework, and the role of the Norwegian facilitators, are an intrinsic part of the nature or constitution of the Accords. The Norwegian facilitation is defined as 'the radical intimacy of the hearth'; a strange blend of the international and the domestic which permeates the whole process and is admirably suited to maintaining Palestinian demands for national rights in a political no man's land. Trapping the Palestinian case between the domestic and the international is no accident; rather, it reflects a fundamental problem with the idea of an ethnically constituted state in a geographical region marked by cultural plurality. |
