Inhoud: The crisis of the Algerian state since the riots of October 1988 has entailed a massive expansion of the terrain on which political battle has been joined. Prior to the riots, political conflicts in Algeria were contained by the institutional framework of the FLN-state and essentially confined to the factions within the regime. The promulgation of a pluralist constitution and the legalisation of political parties in 1989 established a new political sphere existing in full public view and structured by party-political rivalry expressed in electoral competition. With the curtailment of the domestic sphere of party activity by the state of emergency in force since February 1992, however, Algeria's parties have increasingly tended to canvass support from external audiences, especially in Europe and North America. But the unprecedented attention which the Western world has accordingly been paying to Algeria has not resulted in the growth of an informed understanding of the crisis, in large part because of the way in which international discussion has been structured by the competing viewpoints of the Algerian parties, whose highly ideological discourses, in exploiting the foibles of their western audiences, have encouraged the most simple-minded misconceptions of the situation. Moreover, since the parties have also functioned as pawns of the factions within the Algerian regime ever since 1988, the formal structuring of Western debates on Algeria by the divisions between the parties has actually mediated an informal structuring of these same debates by the divisions between the factions within the Algerian power structure. As a result, the international community has been unable to preserve its collective independence of the various protagonists of the Algerian drama, and has been intellectually disabled from conceiving any coherent and constructive political initiative in respect of it.
