This essay investigates the role of the large Anglo-American professional engineering organisations in advancing technological literacy worldwide, with a particular focus on China. Technological literacy, defined as an adequate supply of technically educated professionals and technological awareness in the general population, it is argued, is a prerequisite for any real participation in the modern international economy. Engineers are central to the development of this 'knowledge economy' but in short supply. Consequently, the principal bodies representing and controlling this important intellectual resource, the international engineering organisations, have - relatively unnoticed - become central political players. The essay outlines the activities of the main US and UK engineering bodies, and assesses their impact both locally and globally. It concludes that these bodies are particularly well placed to contribute to the rapid development of the Chinese telecommunications, information technology and computer industries.
