In May of 1996, Israel and Syria, following four years of negotiations, appeared to be on the brink of peace. Over the last two years, however, negotiations were suspended and peace appears to be beyond reach. What are the implications of the continued impasse in Israeli-Syrian negotiations? It is argued that as the impasse continues, the risks of renewed military hostilities mount - either due to miscalculation and inadvertent escalation or to a deliberate and calculated military initiative. The reasons for this risk are both political and strategic. Politically, domestic, inter-Arab, and global considerations create incentives to change the status quo. Strategically, growing instability is due to the weapon systems of both sides.
