Despite the enormous changes in the United States and in the world over the past two centuries, the elements of continuity in the American situation are greater than is often recognised. Chief among them are what may still fairly be termed 'free security', and ample reserves of power to do anything that Americans are likely to agree on doing. In the absence of a compelling threat such as that posed by the Soviet Union during the Cold War, the paradoxical result is likely to be that the world's remaining superpower becomes less effective, not more, as Americans fail to reach agreement and lose interest in minor, distant and intractable problems and in the compromises they seem to require. |
