This article draws together and comments on the main insights of the articles included the special section The Former Yugoslavia: Future in Peace or Pieces? published in the Review's Spring-Summer 1999 edition. It traces the historical and societal processes propelling the disintegration of the former Yugoslavia and criticises the western powers' inadequate and one-dimensional response to the dissolution process and the ensuing wars, in particular the narrow focus on the use of force as a remedy. The article brings the Review's on-going examination of the political dynamics of the region up to date by analysing the events which led to NATO's bombardment of Kosovo and the Federal Republic of Yugoslavia in March 1999, and suggesting short, medium and long-term measures to facilitate stability in the region. |
