In this exclusive interview with the Cambridge Review of International Affairs, Lt Col (retd) Tim Spicer, a director ofSandline International explains why he believes that Sandline and other private military companies (PMCs) are uniquely equipped to meet the security challenges of the post-Cold War era. First, Lt Col Spicer outlines the distinction between PMCs and mercenaries and details the types of operations Sandline and its associate companies will be willing to consider. Second, he responds to questions concerning the legality of PMCs, their often controversial relationship with governments and international institutions, and how PMCs can contribute to peacekeeping and peace enforcement missions, in particular in collaboration with the UNHCR. Lt Col Spicer concludes by addressing the issue of regulation of PMC activities, calling for the industry to be involved in the framing of regulation. |
