This paper provides an overview of the Norwegian climate policy and of the practical implications of preparing Norway for climate change, with special emphasis on the challenges confronting the built environment. Although the Norwegian government has been relatively proactive in instituting measures aimed at halting global climate change, less attention has been paid to the challenge of adapting to climate change. The global climate system is likely to undergo changes, regardless of the implementation of abatement policies under the Kyoto Protocol or other regimes. The full range of impacts resulting from these changes is still uncertain; however, it is becoming increasingly clear that adaptation to climate change is necessary and inevitable within several sectors. The potential impacts of climate change in the built environment are now being addressed. Both the functionality of the existing built environment and the design of future buildings are likely to be altered by climate change impacts, and the expected implications of these new conditions are now investigated. However, measures aimed at adjustments within individual sectors, such as altering the criteria and codes of practice for the design and construction of buildings, constitute only a partial adaptation to climate change. In order to adapt effectively, larger societal and intersectoral adjustments are necessary. Cet article donne les grandes lignes de la politique climatique de la Norvege et des implications pratiques de la preparation de ce pays aux changements climatiques, l'accent etant mis sur les defis pour le cadre ba ti. Bien que le gouvernement norvegien ait ete relativement proactif dans l'institution de mesures qui visent a stopper ces changements, il se soucie moins du defi que constitue l'adaptation a ces changements. Il est vraisemblable que le systeme climatique global va connaitre des changements quelles que soient les mesures de reduction mises en ouvre au titre du Protocole de Kyoto ou d'autres mecanismes. On ne connait pas encore toutes les consequences qu'auront les changements climatiques. Il devient toutefois de plus en plus certain qu'il faudra s'adapter a ces changements et que cette adaptation est inevitable dans plusieurs secteurs. Les auteurs s'interessent ensuite aux consequences potentielles des changements climatiques sur le cadre ba ti. Il est probable que la fonctionnalite du cadre ba ti existant et la conception des futurs ba timents seront modifiees par les consequences des changements climatiques. On analyse desormais les implications attendues de ces nouvelles conditions. Les mesures qui visent a des ajustements dans des secteurs donnes, comme la modification des criteres et des Codes de pratique en matiere de conception et de construction de ba timents, ne constituent toutefois qu'une adaptation partielle aux changements climatiques. Pour une veritable adaptation, il faudra passer par des ajustements d'ordre societal et intersectoriel de plus grande ampleur. |
