In the spring of 1877, the Tilden Commission proposed to restrict suffrage in the cities of New York State in certain elections by instituting a tax-paying qualification. Reaching back to the stake-in-society republicanism of an earlier generation, the Commissioners sought to restore stewardship of municipal affairs to a property-holding elite. The fall campaign in New York City pitted the disfranchisers of the Tilden Commission against a diverse coalition which came together in defense of equal manhood suffrage. The 1877 debates over suffrage and citizenship in Manhattan reveal emerging languages of class as Reconstruction came to an end. Even though the state's voters rejected suffrage restrictions in 1878, the Tilden Commission would shape political debate in urban America throughout the Gilded Age. |
