This article describes a procedure for establishing statistical standards based on systematic activity sampling. Confidence intervals for the estimates based on systematic sampling are developed and are shown to be superior to those based on random-activity sampling. The article also presents a method for determining the sampling frequency and the number of runs of the activity under observation to obtain a desired accuracy. |
