Long range energy generation planning encompasses multiple, often time conflicting, objectives. uncertainties, and risks. In this paper, we illustrate how these aspects can be explicitly integrated into the long-range generation planning process using multiattribute utility theory for measuring an electric utility's objectives and dynamic programming to optimize the choice of an expansion policy. A dynamic programming solution approach can be utilized when the electric utility's underlying preference structure is represented by an additive multiattribute value or utility function. |
