A procedure is developed whereby an organization is able to determine, within the constraints of its own practices and environment, the most economical work measurement technique to use in studying a particular work operation. Application of the Delphi Method permits the costs and benefits of each available technique to be estimated. An economic model is then developed to determine the expected net present value of any given labor standard established by any of the available work measurement techniques. |
